Can the air carrier pursue them to recoup the coats incurred?
The passengers won't need coats in Los Angeles.
There should be national registries instituted as no fly lists that all airlines adhere to for these types. Rather than just jump to another airline these people would never be able to fly commercial again. Even if it didn't provide a sufficient deterrent at least we would have less of them on planes.
There is no fix for Stupid... UGH! They should have to pay the cost of the "Air Turn Back"
They never learn.
