Yep, the Air Force just keeps getting worse since I left. The 767 has been used as a tanker for at least Italy and Japan Defense Force for quite some time. The USAF put some difficult requirements to drag this program on. It sort of reminds me of how long it took before we had the C17 on regular missions.

Israel´s IAI has sold a number of refurbished 767s and modified them as KC-767s including removable front section seating, cargo carrying capabilities and of course boom and drogue refueling, all at the modest cost of $75 million a copy and delivered to clients in 10-12 months from day of contract.
But the problem is that USAF types can not accept "second hand cars, it is a Cadillac full of extra bells and whistles or nothing at all",

A lot has to do with all the advanced technology that is advertised up front, but is not ready for prime time. The Uss Gerald Ford is a prime example. Some of the tech components of the KC46 are another. Sadly, this is only the stuff we hear about, how much other stuff are we paying for that isn't making the grade? I have seen this first hand in industry where promises are made and money is wasted.

We don't need a gold plated tanker, so the Air force needs to get off the dime and do the job. Seems like the AF brass couldn't manage a free lunch, let alone the acquisition of a modified 767.
