I think British Crown law is different. You can be charged but not taken into custody. You can be arrested but not charged. It's a bit wacky but it works efficiently. You are arrested when the Magistrate interprets the evidence. Please feel free to correct any errors I may have made without intent.
Important details are not available in this article. There is no suggestion that the person charged for this particular drone flight was responsible for the earlier flights that shut down the airport. There is no suggestion that air traffic was even affected by this particular drone flyer. It is left open to the possibility that this drone flight was miles away from the airport, although still illegal. With the heightened awareness with drones around this particular airport, it is likely that any dolt launching a drone with 5-10 miles of an airport is going to draw attention, and subsequently, charges.
I just re-read the article and noticed that this drone pilot was arrested at a field near Heathrow, not Gatwick. Further separating this particular incident from the chaos that was caused by rogue drones in December at Gatwick.
What shoddy journalism on the part of him (or her) who posted this. The headline says "Man Charged...", then the lead in you put up says "Nobody has been arrested..."

"A man has been charged ". Seems like he was charged as stated.
Anyone with a flightaware account can submit a squawk, so calling it journalism (shoddy or otherwise) might be a bit much.
