I used to have a manager in the airline industry that would brag about "failing up". She crashed and destroyed two company vehicles after being told not to touch them. She failed up from a pee-on manager to general manager.
It does not surprise me one bit that Boeing is doing this. I would rather see bad and dirty actors in jail, rather than being paid out, but hey that's just me.

It is important to remember that these are “employee” bonuses not management bonuses. The employee’s don’t have a lot of say in things that cause planes to crash.
