NO!!!
This is NOT a Learjet 60. I should know, because I worked on that very plane for several years back in the 1990's.
That is, in fact 35-001. Model 35 serial number 1. It started out as the prototype for the Gates Learjet 35 back around 1973. It always remained in Learjet's inventory as a flight test article used mainly for prototyping foreign military versions of the Model 35. For many years this airframe was painted a sort-of green camouflage paint scheme. Then in 1988, it was modified to become the proof-of concept for the Model 31 by replacing the 35 wing with a 28 wing, but it still retained it's 35-001 serial number. Next, in 1992, it was modified by replacing the LEFT engine and became the flight test article in development of the Model 45. So it is a little bit of a Frankenstein of an airframe. Both engines and most of the avionics were removed around 2006, and it was was painted nicely and hoisted up onto this "stand". If you look closely, you can notice the LEFT nacelle is larger than the RIGHT. (not visible in this photo, though)

The Tail number or N-number for this airframe was N351GL. This stood for "35-001 Gates Learjet."
