The extended exhaust is typically on aircraft that conduct aerial photography. This is done so the exhaust does not dirty the camera port or distort the photos.

David is correct. There is a small fleet of Cessna 206s based at Reid Hillview used for aerial photography and N631AF is in that fleet. That explains for the extended exhaust.
