Chris Robey - the markings on this a/c are consistent with the USCG... U.S. Coast Guard... before repainting in their traditional livery after acceptance from the USAF.

Thanks Cliff. I could make out the name "Elizabeth City" below her portside cockpit windows, which suggested USCG to me. Looking forward to seeing 2705 in her distinctive Guard livery.
