Why specifically Army helo pilots though? The Marine Corps and Navy have plenty of helo pilots of their own, and they are arguably better trained than Army

So how does it make the students in all those flight schools who are washing aircraft to pay for another lesson feel now that the government will pay for rotor conversion to fixed wing for free?
