So help me out here? Pilots set a descent angle ie: 2.5 degrees and initiate descent at the FAF and when reaching MDA/DA, runway visual invironment...land or go around. Headwind, tailwind or no wind only thing changes is the rate of descent. If you set a rate of descent only, you could arrive at MDA/DA either early, late or right on depending again on winds. I'm guessing with strong winds a shallower Rate of Descent would offer a stable approach. Mind you if you don't monitor the altitude then the PF. can fly you right into the ground!
