DAL Divert to KOMA, Rudder Issues

Delta Airlines 1193 (MD-90, believed to be N947DN), scheduled PHX-MSP, diverted to OMA due to a “rudder issue”. Emergency was declared, Alert-2, fire and rescue equipment deployed.
