Airlines need to raise fares so they can have a chance of breaking even on a flight that might be 60% filled.
A plane filled to a higher capacity would be seen as a profit.
Better yet, revoke the airline deregulation rules and the government & airlines go back to the days of 4 fares F/Y/Fn/Yn. This worked well back in the days when baggage was free and a meal was served. No hidden fees, no surprises when buying tickets.
